Madame:
Your Committee on Public Safety, to which was referred H.B. No. 503 entitled:
"A BILL FOR AN ACT RELATING TO THE HAWAII FIRST RESPONDERS MEMORIAL,"
begs leave to report as follows:
Your Committee received testimony in support of this measure from the Department of Accounting and General Services; Office of the Mayor of the City and County of Honolulu; County of Kauaʻi Fire Department; a member of the Honolulu City Council; United Public Workers, AFSCME Local 646, AFL-CIO; and one individual.
Your Committee finds that it is important to create a suitable memorial to serve as a lasting tribute to Hawaii first responders who have selflessly served their community and made the ultimate sacrifice.
Your Committee has amended this measure by:
(1) Changing its effective date to July 1, 3000, to encourage further discussion; and
(2) Making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.
Your Committee respectfully requests your Committee on Finance, should it deliberate on this measure, to consider appropriating $100,000 to hire a consultant to evaluate potential locations and designs for a Hawaii First Responders Memorial.
As affirmed by the record of votes of the members of your Committee on Public Safety that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 503, as amended herein, and recommends that it pass Second Reading in the form attached hereto as H.B. No. 503, H.D. 1, and be referred to your Committee on Finance.
