Madame:

 

     Your Committee on Judiciary & Hawaiian Affairs, to which was referred H.B. No. 472 entitled:

 

"A BILL FOR AN ACT RELATING TO DIGITAL IDENTIFICATION,"

 

begs leave to report as follows:

 

     The purpose of this measure is to:

 

     (1)  Require digitized identification cards to be accepted as a valid form of identification, under certain conditions; and

 

     (2)  Authorize state and county law enforcement agencies to accept a digitized identification card as proof of a person's identity.

 

     Your Committee received testimony in support of this measure from one individual.  Your Committee received comments on this measure from the Department of Transportation.

 

     Your Committee finds that in August 2024, the Department of Transportation implemented Mobile Driver's License, which permits residents to add their driver's license or identification to an Apple digital wallet that allows users to present the digital or mobile form of their credential to verify, to the extent permitted by federal and state laws, identity and eligibility with the Transportation Security Administration instead of presenting a physical state-issued credential.  This measure would build upon this effort by enabling digitized identification cards to be accepted as a valid form of identification in the State.

 

     Your Committee has amended this measure by:

 

     (1)  Changing the effective date to July 1, 3000, to encourage further discussion; and

 

     (2)  Making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.

 

     As affirmed by the record of votes of the members of your Committee on Judiciary & Hawaiian Affairs that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 472, as amended herein, and recommends that it pass Second Reading in the form attached hereto as H.B. No. 472, H.D. 1, and be referred to your Committee on Finance.
