Madame:
Your Committee on Culture & Arts, to which was referred H.B. No. 458 entitled:
"A BILL FOR AN ACT RELATING TO BROTHER JOSEPH DUTTON DAY,"
begs leave to report as follows:
The purpose of this measure is to designate April 27 of every year as Brother Joseph Dutton Day.
Your
Committee finds that Brother Joseph Dutton was an influential figure in helping
the residents of Kalaupapa during the leprosy epidemic. Your Committee finds that Kalaupapa was
established as a settlement to isolate people afflicted with leprosy. Upon learning of the ongoing efforts of
Father Damien to help the patients of Kalaupapa, Brother Joseph Dutton traveled
to the settlement to assist with the treatment and overall well-being of
afflicted patients, and continued with his efforts for over 40 years. Your Committee further finds that in 1929,
the Hawaii Territorial House of Representatives acknowledged the work of
Brother Joseph Dutton and passed House Resolution No. 7 to thank him for his
service for the people on Molokai. Your
Committee believes that this measure appropriately commemorates his work in
Kalupapa by designating April 27 of every year as Brother Joseph Dutton Day.
Your Committee has amended this measure by changing the effective date to July 1, 3000, to encourage further discussion.
As affirmed by the record of votes of the members of your Committee on Culture & Arts that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 458, as amended herein, and recommends that it pass Second Reading in the form attached hereto as H.B. No. 458, H.D. 1, and be referred to your Committee on Judiciary & Hawaiian Affairs.
