Madam and Sir:

 

     Your Committee on Conference on the disagreeing vote of the House of Representatives to the amendments proposed by the Senate in H.B. No. 430, H.D. 2, S.D. 2, entitled:

 

"A BILL FOR AN ACT RELATING TO INTERNSHIPS,"

 

having met, and after full and free discussion, has agreed to recommend and does recommend to the respective Houses the final passage of this bill in an amended form.

 

     The purpose of this measure is to:

 

     (1)  Authorize and appropriate funds for the Department of Labor and Industrial Relations to administer an on-the-job training work experience program for eligible interns that partners with private entities to increase opportunities for high school and college and university students to participate in summer internship programs through a cost-sharing strategy;

 

     (2)  Establish a state-funded internship and workforce development program within the Department of Labor and Industrial Relations, in collaboration with the Department of Human Resources, to place interns in state executive branch departments, agencies or programs; and

 

     (3)  Clarify that the State shall be the responsible employer for purposes of workers' compensation coverage for students or recent graduates in the on-the-job-training work experience program.

 

     Your Committee on Conference has amended this measure by:

 

     (1)  Deleting language requiring that the state-funded internship and workforce development program be funded through an annual appropriation by the Legislature;

 

     (2)  Deleting language that required, as part of state-funded internship and workforce development program, that participants receive priority consideration for full-time employment in state government;

 

     (3)  Inserting an appropriation in the amount of $1,800,000 to the Department of Education to fund ninety full-time equivalent staff positions to support the internship programs pursuant to this measure and removing all other unspecified appropriations;

 

     (4)  Changing the effective date to July 1, 2025; and

 

     (5)  Making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.

 

     As affirmed by the record of votes of the managers of your Committee on Conference that is attached to this report, your Committee on Conference is in accord with the intent and purpose of H.B. No. 430, H.D. 2, S.D. 2, as amended herein, and recommends that it pass Final Reading in the form attached hereto as H.B. No. 430, H.D. 2, S.D. 2, C.D. 1.
