Madame:

 

     Your Committee on Housing, to which was referred H.B. No. 373 entitled:

 

"A BILL FOR AN ACT RELATING TO HOUSING,"

 

begs leave to report as follows:

 

     The purpose of this measure is to repeal the sunset provision related to the counties' authorization to develop, construct, finance, refinance, or otherwise provide mixed-use developments.

 

     Your Committee received testimony in support of this measure from the Hawaii Housing Finance and Development Corporation; one member of the Maui County Council; and Office of Housing of the City and County and Honolulu.

 

     Your Committee finds that Act 45, Session Laws of Hawaii 2024, clarified the counties' powers relating to developing, constructing, financing, refinancing, or otherwise providing mixed-use developments.  This was to align the powers of the counties to that of the Hawaii Housing Finance and Development Corporation to allow each county to implement their general plans and create communities that offer multiple housing options.  Your Committee believes that this authority should remain permanent to ensure that the counties have all the powers necessary to provide affordable housing options to their residents.

 

     Your Committee has amended this measure by:

 

     (1)  Changing the effective date to July 1, 3000, to encourage further discussion; and

 

     (2)  Making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.

 

     As affirmed by the record of votes of the members of your Committee on Housing that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 373, as amended herein, and recommends that it pass Second Reading in the form attached hereto as H.B. No. 373, H.D. 1, and be referred to your Committee on Finance.
