Your Committee on Education, to which was referred H.B. No. 249 entitled:
"A BILL FOR AN ACT RELATING TO EARLY LEARNING,"
begs leave to report as follows:
Your Committee received testimony in support of this measure from the Early Learning Board; Executive Office on Early Learning; PATCH People Attentive to Children; Early Childhood Action Strategy; Commit to Keiki; Keiki O Ka ʻĀina Family-Child Interaction Learning Programs; Partners in Development Foundation; Hawaiʻi Children's Action Network Speaks!; and numerous individuals.
Your Committee finds that family-child interaction learning programs provide children from birth to age five with engaging, literacy-rich early learning environments that foster social and emotional development and support school readiness. Family-child interaction learning programs are uniquely positioned to improve early detection of developmental delays, expand access to infant and early childhood mental health services, and connect families with a wide variety of social services. This measure will provide families with additional options for educating their children by expanding the availability of family-child interaction learning programs in the State.
Your Committee has amended this measure by changing the effective date to July 1, 3000.
As affirmed by the record of votes of the members of your Committee on Education that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 249, as amended herein, and recommends that it pass Second Reading in the form attached hereto as H.B. No. 249, H.D. 1, and be referred to your Committee on Finance.
