Your Committee on Ways and Means, to which was referred H.B. No. 242, H.D. 1, S.D. 1, entitled:
"A BILL FOR AN ACT RELATING TO ELECTRIC VEHICLE BATTERIES,"
begs leave to report as follows:
The purpose and intent of this measure is to establish a working group within the Hawaii State Energy Office to provide recommendations on maximizing the recycling and reuse of electric vehicle batteries and on best practices for electric vehicle battery management.
Your Committee received written comments in support of this measure from the Department of Health; Hawaii State Energy Office; Sierra Club of Hawaii; Hawaii Electric Vehicle Association; Climate Protectors Hawaii; Alliance for Automotive Innovation; Hawaii Automobile Dealers Association; Servco Pacific, Inc.; Coalition Earth; Radius Recycling; Redwood Materials, Inc.; General Motors; Climate Future Forum; and four individuals.
Your Committee received written comments on this measure from one individual.
Your Committee finds that electric vehicles are a growing presence in Hawaii. The working group established by this measure will help inform policies to ensure that end-of-life electric vehicle batteries in the State are managed safely, cost‑effectively, and in a manner that supports the reuse of valuable materials.
Your Committee has amended this measure by changing the deadline for a report to the Legislature from twenty-nine days prior to the Regular Session of 2026, to twenty days prior to the Regular Session of 2027.
As affirmed by the record of votes of the members of your Committee on Ways and Means that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 242, H.D. 1, S.D. 1, as amended herein, and recommends that it pass Third Reading in the form attached hereto as H.B. No. 242, H.D. 1, S.D. 2.
