Your Committee on Finance, to which was referred H.B. No. 242, H.D. 1, entitled:
"A BILL FOR AN ACT RELATING TO ELECTRIC VEHICLE BATTERIES,"
begs leave to report as follows:
The purpose of this measure is to:
(1) Establish a working group within the Hawaii State Energy Office to examine how to maximize the recycling and reuse of electric vehicle batteries and recommend electric vehicle battery management practices; and
(2) Require the working group to submit a report to the Legislature prior to the Regular Session of 2027.
Your Committee received testimony in support of this measure from the Sierra Club of Hawaiʻi; Climate Protectors Hawaiʻi; Coalition Earth; Hawaii Electric Vehicle Association; Climate Future Forum; Servco Pacific Inc.; Alliance for Automotive Innovation; and Redwood Materials. Your Committee received comments on this measure from the Department of Health; Hawaiʻi State Energy Office; Department of Environmental Management of the County of Hawaiʻi; Radius Recycling; and one individual.
As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 242, H.D. 1, and recommends that it pass Third Reading.
