Your Committee on Finance, to which was referred H.B. No. 237, H.D. 1, entitled:

"A BILL FOR AN ACT RELATING TO PEER SUPPORT PROGRAMS,"

begs leave to report as follows:

The purpose of this measure is to appropriate funds for the Family Health Services Division of the Department of Health to establish and oversee peer-to-peer support programs for children from birth to age five and their families.

Your Committee received testimony in support of this measure from Commit to Keiki; Early Childhood Action Strategy; Family Hui Hawaii; AlohaCare; Hawai‘i Community Foundation; Association for Infant Mental Health in Hawai‘i; and numerous individuals. Your Committee received comments on this measure from the Department of Human Services; Department of Health; and Executive Office on Early Learning.

As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 237, H.D. 1, and recommends that it pass Third Reading.
