Madame:
Your Committee on Transportation, to which was referred H.B. No. 177 entitled:
"A BILL FOR AN ACT RELATING TO CIVIL IDENTIFICATION CARDS,"
begs leave to report as follows:
Your Committee finds that civil identification cards are primarily used by elderly individuals, people with disabilities, minors, homeless individuals, and non-drivers. This measure removes the financial barriers to obtaining an identification card, while streamlining the administrative process.
Your Committee has amended this measure by:
(1) Changing the effective date to June 30, 3000, to encourage further discussion; and
(2) Making technical, nonsubstantive amendments for clarity, consistency, and style.
Your Committee notes the concerns in the Department of the Attorney General's written testimony regarding the absence of a state cost sharing mechanism with the counties as this measure requires the counties to incur costs without a dedicated funding source.
As affirmed by the record of votes of the members of your Committee on Transportation that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 177, as amended herein, and recommends that it pass Second Reading in the form attached hereto as H.B. No. 177, H.D. 1, and be referred to your Committee on Finance.
