Madame:
Your Committee on Labor, to which was referred H.B. No. 163 entitled:
"A BILL FOR AN ACT RELATING TO REIMBURSEMENT OF PUBLIC OFFICERS AND EMPLOYEES,"
begs leave to report as follows:
The purpose of this measure is to:
(1) Require the State or a county to reimburse a public officer or employee within thirty calendar days after a reimbursement request for work-related travel costs that the officer or employee loaned to the State or county; and
(2) Require the State or a county to pay a percentage of interest on the total amount owed to an officer or employee until the loan is fully reimbursed.
Your Committee finds that work-related travel costs for public officers and employees can unnecessarily put a financial strain on employees when the State or county does not provide reimbursement in a timely manner. Your Committee believes that this measure ensures that public officers and employees are reimbursed with interest in a reasonable time.
Your Committee has amended this measure by:
(1) Specifying that a Statement of Completed Travel or similar document must be submitted as the formal request for reimbursement; and
(2) Changing the effective date to July 1, 3000, to encourage further discussion.
As affirmed by the record of votes of the members of your Committee on Labor that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 163, as amended herein, and recommends that it pass Second Reading in the form attached hereto as H.B. No. 163, H.D. 1, and be referred to your Committee on Finance.
