Sir:

Your Committee on Ways and Means, to which was referred H.B. No. 1494, H.D. 3, S.D. 1, entitled:

"A BILL FOR AN ACT RELATING TO SPORTS FACILITIES,"

begs leave to report as follows:

The purpose and intent of this measure is to provide oversight and support to facilitate the timely completion of the New Aloha Stadium Entertainment District project.

Specifically, this measure:

(1) Requires the Stadium Authority to meet any condition set by the Legislature in an appropriation to the stadium development special fund;

(2) Requires any gift or grant from a private source for the purpose of the Stadium Development District to be used only for infrastructure related to the stadium and costs associated with the development of the stadium;

(3) Requires any unexpended and unencumbered moneys in the stadium development special fund to immediately lapse to the general fund if the New Aloha Stadium Entertainment District project is terminated; and

(4) Appropriates moneys from the stadium development special fund to the Stadium Authority, subject to certain conditions.

Your Committee received written comments in support of this measure from the Department of Accounting and General Services and one individual.

Your Committee received written comments on this measure from the Department of the Attorney General and Stadium Authority.

Your Committee finds that the project team overseeing the New Aloha Stadium Entertainment District project has meticulously procured and contracted with a master developer. Your Committee further finds that the objective is to complete the new Aloha Stadium and the first phase of the district development by summer 2028.

As affirmed by the record of votes of the members of your Committee on Ways and Means that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 1494, H.D. 3, S.D. 1, and recommends that it pass Third Reading.
