Madame:
Your Committee on Finance, to which was referred H.B. No. 1494, H.D. 2, entitled:
"A BILL FOR AN ACT RELATING TO SPORTS FACILITIES,"
begs leave to report as follows:
The purpose of this measure is to:
(1) Lapse appropriations of general obligation bond funds previously authorized for the planning, design, and construction of a stadium in Halawa by the Stadium Authority;
(2) Authorize the issuance of general obligation bonds for the upgrade of the stadium on the University of Hawaii at Manoa campus;
(3) Rename the Stadium Authority, Stadium Development District, and Stadium Development Special Fund as the Halawa Redevelopment Authority, Halawa Redevelopment District, and Halawa Redevelopment Special Fund, respectively; and
(4) Appropriate funds out of the Halawa Redevelopment Special Fund for deposit into the general fund.
Your Committee has amended this measure by:
(1) Changing the maximum general obligation bond issuance and appropriations to unspecified amounts; and
(2) Making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.
As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 1494, H.D. 2, as amended herein, and recommends that it pass Third Reading in the form attached hereto as H.B. No. 1494, H.D. 3.
