     Your Committee on Ways and Means, to which was referred H.B. No. 1477, H.D. 1, S.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO SOCIAL SERVICES,"

 

begs leave to report as follows:

 

     The purpose and intent of this measure is to increase the domiciliary care rates for certain providers and to clarify that the needs allowance and the domiciliary care rates are included in the State supplemental payment ceiling amounts.

 

     Your Committee received written comments in support of this measure from the Department of Human Services, Hawaii State Council on Developmental Disabilities, and Easterseals Hawaii.

 

     Your Committee finds that the Social Security Administration issues to eligible recipients a single monthly payment, which combines supplemental security income and the State supplemental payment, including the personal needs allowance for the individual and a domiciliary care rate for the provider.  Your Committee further finds that this measure aims to increase domiciliary care rates for certain providers and to clarify that both the needs allowances and domiciliary care rates are part of the State supplement payment ceiling amounts.

 

     As affirmed by the record of votes of the members of your Committee on Ways and Means that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 1477, H.D. 1, S.D. 1, and recommends that it pass Third Reading.
