Your Committee on Finance, to which was referred H.B. No. 1477, H.D. 1, entitled:

"A BILL FOR AN ACT RELATING TO SOCIAL SERVICES,"

begs leave to report as follows:

The purpose of this measure is to clarify that the monthly needs allowance afforded to individuals living in certain long-term care facilities is not intended to replace or affect funds received as a state supplemental payment for domiciliary care and shall be supplemental to any funds provided to a recipient as a state supplemental payment for domiciliary care.

Your Committee received testimony in support of this measure from the State Council on Developmental Disabilities; Easterseals Hawaii; ILWU Local 1000 Home Health Care Operators; Sebastian's Arch LLC; and one individual. Your Committee received comments on this measure from the Department of Human Services.

As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 1477, H.D. 1, and recommends that it pass Third Reading.
