Madame:

 

     Your Committees on Health and Human Services & Homelessness, to which was referred H.B. No. 1462 entitled:

 

"A BILL FOR AN ACT RELATING TO CRISIS SERVICES,"

 

beg leave to report as follows:

 

     The purpose of this measure is to expand the Crisis Intervention and Diversion Services Program to include at least two sites on the island of Oahu, including one program in west Oahu.

 

     Your Committees received testimony in support of this measure from the Department of Law Enforcement; Department of Health; Hawaii Substance Abuse Coalition; Community Alliance on Prisons; Waianae Coast Comprehensive Health Center; and two individuals.  Your Committees received testimony in opposition to this measure from one individual.

 

     Your Committees find that Act 86, Session Laws of Hawaii 2024, established a Crisis Intervention and Diversion Services Program within the Department of Health to expand existing services and divert those with mental health issues to appropriate health care services.  Your Committees further find that homelessness is a significant issue on Oahu, with a noticeable presence of unsheltered individuals, some of whom suffer from issues relating to drugs, alcohol, or mental illness.  Your Committees believe that establishing additional crisis intervention sites on Oahu will create vital access points for diverting individuals with mental health and substance use disorders away from the criminal justice system and toward appropriate health care services.

 

     Your Committees have amended this measure by:

 

     (1)  Requiring the Department of Health to establish a site on Oahu in an area that has been affected by a disproportionate number of individuals with mental health conditions, substance use disorders, and homelessness, rather than in a specific zip code;

 

     (2)  Changing the effective date to July 1, 3000, to encourage further discussion; and

 

     (3)  Making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.

 

     Your Committees respectfully request your Committee on Finance, should it deliberate on this measure, to consider adding in an appropriation for the Department of Health to support the opening of an additional crisis intervention site.  Your Committees note that the existing crisis intervention site in Iwilei has a budgeted operational cost of $4,288,000 for fiscal year 2025, not inclusive of startup costs.  Your Committees also note that the actual cost for the second site may vary significantly based on the location and community need of the new site.

 

     As affirmed by the records of votes of the members of your Committees on Health and Human Services & Homelessness that are attached to this report, your Committees are in accord with the intent and purpose of H.B. No. 1462, as amended herein, and recommend that it pass Second Reading in the form attached hereto as H.B. No. 1462, H.D. 1, and be referred to your Committee on Finance.
