Your Committee on Finance, to which was referred H.B. No. 1405, H.D. 1, entitled:

"A BILL FOR AN ACT RELATING TO PERMITS,"

begs leave to report as follows:

The purpose of this measure is to:

(1) Establish specific deadlines within the facilitated application process to obtain a permit;

(2) Require the Department of Business, Economic Development, and Tourism to establish certain resources and processes to help streamline permit applications; and

(3) Establish and appropriate funds for certain positions within the Department of Business, Economic Development, and Tourism.

Your Committee received testimony in support of this measure from the Hawaii Operating Engineers Industry Stabilization Fund Political Action Committee; Hawaiʻi Association of REALTORS; Hawaiian Telcom; Chamber of Commerce Hawaii; Grassroot Institute of Hawaii; and Hawaii Food Industry Association. Your Committee received comments on this measure from the Department of Business, Economic Development, and Tourism.

Your Committee notes the concerns of the Department of Business, Economic Development, and Tourism in its written testimony that significant amendments regarding structure and resources are necessary to successfully implement this measure.

As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 1405, H.D. 1, and recommends that it pass Third Reading.
