Madame:
Your Committee on Finance, to which was referred H.B. No. 1365, H.D. 1, entitled:
"A BILL FOR AN ACT RELATING TO THE DEPARTMENT OF AGRICULTURE,"
begs leave to report as follows:
Your Committee received testimony in support of this measure from the Department of Agriculture; Hawaii Floriculture and Nursery Association; Hawaiʻi Farm Bureau; Hawaii Cattlemen's Council; Hawaii Food+ Policy; Maui County Farm Bureau; Chamber of Commerce Hawaii; and five individuals. Your Committee received comments from this measure from the Department of Hawaiian Home Lands.
Your Committee has amended this measure by:
(1) Inserting a preamble;
(2) Specifying that any non-potable water wells or improvements that are completed according to the environmental impact statement or environmental assessment shall revert back to the State upon the lease expiration date;
(3) Authorizing the appropriation to be used either for an environmental impact statement or an environmental assessment for the drilling of non-potable water wells on individual parcels at Panaewa Agricultural Park and Panaewa farm lots, under the jurisdiction of the Department of Agriculture; and
(4) Making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.
As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 1365, H.D. 1, as amended herein, and recommends that it pass Third Reading in the form attached hereto as H.B. No. 1365, H.D. 2.
