Madame:
Your Committee on Transportation, to which was referred H.B. No. 135 entitled:
"A BILL FOR AN ACT RELATING TO LAND,"
begs leave to report as follows:
The purpose of this measure is to authorize the issuance of general obligation bonds and appropriate funds for the purchase of the real property located at 64-486 Kamehameha Highway on the North Shore of Oahu.
Your Committee finds
that the purchase of the real property located at 64-486 Kamehameha Highway,
also known as "weed circle", on the North Shore of Oahu, is important
to realizing sustainable development for communities in the area. Your Committee further finds that, with the City
and County of Honolulu implementing its North Shore Sustainable Communities
Plan, this property will serve as the primary parking hub where residents and
visitors will be able to park and access a shuttle service that will reduce
traffic congestion and improve the quality of life for area residents.
Your Committee has amended this measure by:
(1) Changing the effective date to July 1, 3000, to encourage further discussion; and
(2) Making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.
Your Committee respectfully requests your Committee on Finance, should it deliberate on this measure, to work with the Department of Transportation to determine an appropriate dollar amount to be inserted into the measure.
As affirmed by the record of votes of the members of your Committee on Transportation that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 135, as amended herein, and recommends that it pass Second Reading in the form attached hereto as H.B. No. 135, H.D. 1, and be referred to your Committee on Finance.
