Your Committee on Culture & Arts, to which was referred H.B. No. 133 entitled:
"A BILL FOR AN ACT RELATING TO SURFING,"
begs leave to report as follows:
The purpose of this measure is to appropriate funds to the Department of Education to support the establishment of surfing as an interscholastic sport.
Your Committee received testimony in support of this measure from the Office of the Mayor of the County of Kauaʻi; one member of the Kauaʻi County Council; ʻIolani Surf Team; Hana High and Elementary School; Outrigger Duke Kahanamoku Foundation; Leilehua High School Surf Team; H.P. Baldwin High School; Ke Kula ʻo Samuel M. Kamakau, LPCS; Kahuku High School Surf Team; Kaiser High School Surf Team/Club; Waialua High School Surf Team/Club; and numerous individuals. Your Committee received comments on this measure from the Department of Education.
Your Committee finds that surfing is
of significant cultural, social, and economic value to the State and believes
surfing should be sponsored by more of the State's athletic leagues to enable
student-athletes to compete in and perpetuate the legacy of this sport through
state championship events. This measure
provides financial resources that may encourage more Department of Education
schools to participate in the sport of surfing and ultimately encourage more
athletic leagues to add surfing as a sponsored sport.
Your Committee has amended this measure by:
(1) Changing the appropriation to an unspecified amount; and
(2) Making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.
Your Committee respectfully requests your Committee on Education, should it deliberate on this measure, to consider the clarity of the cost estimate for operations per surfing competition provided by the Department of Education in written testimony and the Department's breakdown of that estimate in oral testimony.
As affirmed by the record of votes of the members of your Committee on Culture & Arts that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 133, as amended herein, and recommends that it pass Second Reading in the form attached hereto as H.B. No. 133, H.D. 1, and be referred to your Committee on Education.
