     Your Committee on Judiciary & Hawaiian Affairs, to which was referred H.B. No. 1334, H.D. 2, entitled:

 

"A BILL FOR AN ACT RELATING TO MEAT DONATION,"

 

begs leave to report as follows:

 

     The purpose of this measure is to exempt the donation of wild game, including wild game meat products, to charitable, religious, or nonprofit organizations from certain laws regarding the inspection and transportation of meat for the purpose of feeding needy individuals.  

 

     Your Committee received testimony in support of this measure from the Department of Agriculture; Department of Land and Natural Resources; one member of the Maui County Council; Maui Food Bank; Hawaii Farm Bureau; Maui Adaptation Project; Hawaii Food Industry Association; Hawaii Food+ Policy; Pūlama Lānai; Maui Chamber of Commerce; and four individuals.

 

     Your Committee finds that food insecurity remains a significant issue in Hawaii.  Additionally, the unchecked growth of invasive axis deer has led to environmental degradation and agricultural losses.  This measure seeks to address these concerns by exempting wild game meat donations, including axis deer, from certain inspection and transportation regulations, making it easier for hunters and landowners to donate meat to charitable organizations.

    

     Your Committee has amended this measure by:

 

     (1)  Clarifying the definition of "wild game"; and

 

     (2)  Making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.

 

     As affirmed by the record of votes of the members of your Committee on Judiciary & Hawaiian Affairs that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 1334, H.D. 2, as amended herein, and recommends that it pass Third Reading in the form attached hereto as H.B. No. 1334, H.D. 3.
