Madame:

 

     Your Committee on Public Safety, to which was referred H.B. No. 1330 entitled:

 

"A BILL FOR AN ACT RELATING TO CORRECTIONAL FACILITIES,"

 

begs leave to report as follows:

 

     The purpose of this measure is to authorize the issuance of general obligation bonds to make critical capital improvements for the replacement and relocation of the Oahu Community Correctional Center.

 

     Your Committee received testimony in opposition to this measure from Imua Alliance; ACLU Hawaii; and Reimagining Public Safety in Hawaiʻi Coalition.  Your Committee received comments on this measure from the Department of Corrections and Rehabilitation; Department of Accounting and General Services; and Community Alliance on Prisons.

 

     Your Committee finds that Oahu Community Correctional Center urgently needs to be replaced and relocated.

 

Your Committee further finds that the process of relocating the Oahu Community Correctional Center to Halawa has moved forward with the Department of Accounting and General Services now at the point of developing and issuing the request for qualification for the project.  Your Committee also notes that replacing the current Oahu Community Correctional Center will help the State provide much needed re-entry and re-integration services to incarcerated individuals.

 

     Your Committee has amended this measure by:

 

     (1)  Changing its effective date to July 1, 3000, to encourage further discussion; and

 

     (2)  Making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.

 

Your Committee respectfully requests your Committee on Finance, should it deliberate on this measure, to consider authorizing $30,000,000 in general obligation bonds for the replacement and relocation of the Oahu Community Correctional Center.

 

     As affirmed by the record of votes of the members of your Committee on Public Safety that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 1330, as amended herein, and recommends that it pass Second Reading in the form attached hereto as H.B. No. 1330, H.D. 1, and be referred to your Committee on Finance.
