Your Committees on Ways and Means and Commerce and Consumer Protection, to which was referred H.B. No. 1316, H.D. 2, S.D. 1, entitled:
"A BILL FOR AN ACT RELATING TO THE DEPARTMENT OF LAND AND NATURAL RESOURCES,"
beg leave to report as follows:
The purpose and intent of this measure is to regulate rental vessels in state parks.
More specifically, this measure requires:
(1) The registration and numbering of rental vessels before they are rented or leased, or offered for rent or lease, to the public for transiting the navigable waters of a state park; and
(2) Registration fees to be deposited into the state parks special fund.
Your Committees received written comments in support of this measure from the Department of Land and Natural Resources Division of State Parks and Kayak Adventures, Inc.
Your Committees find that it would be beneficial for both the State's residents and its natural resources if commercial vessels rented for use on a state park's navigable waters were regulated.
If a Committee on Conference is convened on this measure, your Committees respectfully request the Committee consider the Department of Land and Natural Resources' proposed amendment to authorize the Department to establish conditions of use for rental vessels by special use permit, in addition to the adoption of rules, to facilitate the Department's ability to respond to overcrowding and overuse at state parks.
As affirmed by the records of votes of the members of your Committees on Ways and Means and Commerce and Consumer Protection that are attached to this report, your Committees are in accord with the intent and purpose of H.B. No. 1316, H.D. 2, S.D. 1, and recommend that it pass Third Reading.
