Your Committee on Finance, to which was referred H.B. No. 1316, H.D. 2, entitled:

"A BILL FOR AN ACT RELATING TO THE DEPARTMENT OF LAND AND NATURAL RESOURCES,"

begs leave to report as follows:

The purpose of this measure is to:

(1) Beginning 1/1/2026, require rental vessels to be registered and numbered with the Department of Land and Natural Resources before being rented or leased, or offered for rent or lease, by the public for transiting the navigable waters of a state park; and

(2) Require registration fees to be deposited into the State Parks Special Fund.

Your Committee received testimony in support of this measure from the Department of Land and Natural Resources; Outfitters Kauai Ltd; Wailua Kayak Adventures; and two individuals. Your Committee received comments on this measure from Kayak Kauai.

As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 1316, H.D. 2, and recommends that it pass Third Reading.
