     Your Committee on Judiciary & Hawaiian Affairs, to which was referred H.B. No. 1307, H.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO THE DEPARTMENT OF HAWAIIAN HOME LANDS,"

 

begs leave to report as follows:

 

     The purpose of this measure is to provide follow-up funding for the next steps in the investigation, exploration, and identification of geothermal resources on Hawaiian home lands.

 

     Your Committee received testimony in support of this measure from the Department of Hawaiian Home Lands; Ulupono Initiative; Sustainable Energy Hawaiʻi; Hawaiian Electric; and four individuals.  Your Committee received testimony in opposition to this measure from Malu ʻAina; Chamber of Sustainable Commerce; and numerous individuals.

 

     Your Committee finds that Act 205, Session Laws of Hawaii 2022 (Act 205), provided start-up funding for the investigation, exploration, and identification of geothermal resources on Hawaiian home lands.  This measure would continue the progress made by Act 205 by appropriating funds for geophysical data and hiring consultants to assist the Department of Hawaiian Home Lands to navigate the intricacies of geothermal development.

 

     Your Committee has amended this measure by making a technical, nonsubstantive amendment for the purposes of clarity, consistency, and style.

 

     As affirmed by the record of votes of the members of your Committee on Judiciary & Hawaiian Affairs that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 1307, H.D. 1, as amended herein, and recommends that it be referred to your Committee on Finance in the form attached hereto as H.B. No. 1307, H.D. 2.
