Madame:

 

     Your Committee on Transportation, to which was referred H.B. No. 1302 entitled:

 

"A BILL FOR AN ACT RELATING TO TRANSPORTATION DEMAND MANAGEMENT,"

 

begs leave to report as follows:

 

     The purpose of this measure is to require the Department of Human Resources Development to create and implement a comprehensive transportation demand management program for all state employees with the goal of reducing vehicle emissions and single occupancy vehicle commutes.

 

     Your Committee received testimony in support of this measure from the Hawaiʻi State Energy Office; Oahu Metropolitan Planning Organization; Get Fit Kauai; and six individuals.  Your Committee received comments on this measure from the Department of Human Resources Development.

 

Your Committee finds that ground transportation makes up thirty-eight percent of transportation emissions in the State.  Incentivizing public transit and active modes of transportation over private vehicles for state workers' commutes will not only reduce carbon emissions in the State but promote healthy habits and increase well-being through greater physical activity. 

 

     Your Committee has amended this measure by:

 

     (1)  Changing the effective date to July 1, 3000, to encourage further discussion; and

 

     (2)  Making technical, nonsubstantive amendments for clarity, consistency, and style.

 

     Your Committee notes that the Maui Metropolitan Planning Organization may additionally benefit from a position within their organization to assist in the implementation and administration of the statewide transportation demand management program proposed in this measure.

 

     As affirmed by the record of votes of the members of your Committee on Transportation that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 1302, as amended herein, and recommends that it pass Second Reading in the form attached hereto as H.B. No. 1302, H.D. 1, and be referred to your Committee on Labor.
