Madam and Sir:

Your Committee on Conference on the disagreeing vote of the House of Representatives to the amendments proposed by the Senate in H.B. No. 1298, H.D. 3, S.D. 1, entitled:

"A BILL FOR AN ACT RELATING TO HOUSING,"

having met, and after full and free discussion, has agreed to recommend and does recommend to the respective Houses the final passage of this bill in an amended form.

The purpose of this measure is to establish within the Hawaii Housing Finance and Development Corporation a Government Employee Housing Revolving Fund Program and a Government Employee Ninety-Nine Year Leasehold Rent-to-Own Program.

Your Committee on Conference has amended this measure by:

(1) Deleting language establishing a Government Employee Housing Revolving Fund Program and a Government Employee Ninety-Nine Year Leasehold Rent-to-Own Program;

(2) Establishing a Government Employee Housing Program that is to be financed by the Dwelling Unit Revolving Fund to facilitate the creation of affordable residential rental units;

(3) Inserting an appropriation of $200,000 for each year of the 2025-2027 fiscal biennium for the Hawaii Housing Finance and Development Corporation to conduct planning for the Government Employee Housing Program;

(4) Inserting an appropriation of $160,000 for each year of the 2025-2027 fiscal biennium for the establishment of one full-time equivalent position within the Hawaii Housing Finance and Development Corporation;

(5) Changing the effective date to July 1, 2025; and

(6) Making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.

As affirmed by the record of votes of the managers of your Committee on Conference that is attached to this report, your Committee on Conference is in accord with the intent and purpose of H.B. No. 1298, H.D. 3, S.D. 1, as amended herein, and recommends that it pass Final Reading in the form attached hereto as H.B. No. 1298, H.D. 3, S.D. 1, C.D. 1.
