     Your Committee on Ways and Means, to which was referred H.B. No. 1260, H.D. 1, S.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO TRANSPORTATION,"

 

begs leave to report as follows:

 

     The purpose and intent of this measure is to require each county, in collaboration with the Department of Transportation, to establish a Summer Streets Pilot Program that temporarily closes certain roads to vehicular traffic and repurposes those roads for pedestrian and cyclist use, outdoor events, and other community-driven activities.

 

     Your Committee received written comments in support of this measure from the Department of Health, Cycle On Hawaii, Hawaii Appleseed Center for Law and Economic Justice, Hawaii Bicycling League, Hawaii Public Health Institute, Keiki Injury Prevention Coalition, and one individual.

 

Your Committee finds that fostering vibrant, sustainable, and livable communities can support the health, well‑being, and connectivity of Hawaii's residents.  Your Committee further finds that public streets are a unique resource that the State may temporarily repurpose as dynamic areas for pedestrian use, cycling, and community-centered activities, thereby encouraging greater community interaction, physical activity, and improved environmental outcomes and supporting local businesses.  Accordingly, your Committee recognizes that establishing Summer Streets pilot programs in each county can provide a proof of concept for temporary street repurposing.

 

     Your Committee has amended this measure by:

 

     (1)  Removing the requirement for a county with a population of two hundred fifty thousand or more to collaborate with the State Highway Safety and Modernization Council; and

 

     (2)  Making technical, nonsubstantive changes for purposes of clarity, consistency, and style.

 

     As affirmed by the record of votes of the members of your Committee on Ways and Means that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 1260, H.D. 1, S.D. 1, as amended herein, and recommends that it pass Third Reading in the form attached hereto as H.B. No. 1260, H.D. 1, S.D. 2.
