Madame:
Your Committee on Transportation, to which was referred H.B. No. 1259 entitled:
"A BILL FOR AN ACT RELATING TO TRANSPORTATION,"
begs leave to report as follows:
The purpose of this measure is to specify that an engineering study is not required to be considered when reducing the maximum speed limit within ten miles per hour of the existing speed limit for that road.
Your Committee finds
that existing requirements for an engineering study before reducing speed
limits creates a delay in implementing necessary traffic safety measures. This requirement can be particularly
burdensome when modest speed limit reductions, such as those within ten miles
per hour of the existing speed limit, are warranted to improve road
safety. This measure is crucial to allow
more efficient adjustments to speed limits, thereby enhancing public safety
without unnecessary procedural obstacles.
Your Committee has amended this measure by:
(1) Changing the effective date to July 1, 3000, to encourage further discussion; and
(2) Making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.
As affirmed by the record of votes of the members of your Committee on Transportation that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 1259, as amended herein, and recommends that it pass Second Reading in the form attached hereto as H.B. No. 1259, H.D. 1, and be referred to your Committee on Judiciary & Hawaiian Affairs.
