Your Committee on Finance, to which was referred H.B. No. 1234, H.D. 1, entitled:

"A BILL FOR AN ACT RELATING TO WATER SAFETY,"

begs leave to report as follows:

The purpose of this measure is to:

(1) Require the Department of Education to establish a standards-based Water Safety Education Pilot Program; and

(2) Appropriate funds for the establishment of the standards-based Water Safety Education Pilot Program.

Your Committee received testimony in support of this measure from Keiki Injury Prevention Coalition; Waikiki Neighborhood Board; Hawaii Water Safety Coalition; Outrigger Duke Kahanamoku Foundation; Hawai‘i Children's Action Network Speaks!; and four individuals. Your Committee received comments on this measure from the Department of Education; Department of Health; and Hawaiian Lifeguard Association.

As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 1234, H.D. 1, and recommends that it pass Third Reading.
