     Your Committee on Ways and Means, to which was referred H.B. No. 1164, H.D. 1, S.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO HIGHWAY REVENUE BONDS,"

 

begs leave to report as follows:

 

     The purpose and intent of this measure is to restore the revenue bond authorization for the Department of Transportation to issue highway revenue bonds for highway capital improvement projects authorized in Act 164, Session Laws of Hawaii 2023, as amended by Act 230, Session Laws of Hawaii 2024.

 

     Your Committee received written comments in support of this measure from the Department of Transportation.

 

     Your Committee finds that the restoration of revenue bond authorization for the Department of Transportation will expand the department's access to additional funding for highway capital improvement projects and thus help expedite critical infrastructure development.  Your Committee further finds that the restoration of revenue bond authorization will enable more flexible financing options, reducing the burden on general funds and helping ensure timely completion of necessary highway repairs and upgrades.

 

     As affirmed by the record of votes of the members of your Committee on Ways and Means that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 1164, H.D. 1, S.D. 1, and recommends that it pass Third Reading.
