Madame:

 

     Your Committee on Judiciary & Hawaiian Affairs, to which was referred H.B. No. 111 entitled:

 

"A BILL FOR AN ACT RELATING TO SEX TRAFFICKING,"

 

begs leave to report as follows:

 

     The purpose of this measure is to support survivors of sexual exploitation and sex trafficking by:

 

     (1)  Authorizing civil claims to be made against a person, business, business owner, or business operator that profits from sexual exploitation or sex trafficking; and

 

     (2)  Extending the statute of limitations for civil claims related to sexual exploitation or sex trafficking to ten years.

 

     Your Committee received testimony in support of this measure from Imua Alliance and five individuals.

 

     Your Committee finds that this measure will provide victims of sexual exploitation or sex trafficking with an avenue for recourse and hold accountable those businesses, business owners, and business operators that profit from sexual exploitation or sex trafficking.

 

     As affirmed by the record of votes of the members of your Committee on Judiciary & Hawaiian Affairs that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 111 and recommends that it pass Second Reading and be placed on the calendar for Third Reading.
