Madame:

 

     Your Committee on Housing, to which was referred H.B. No. 1096 entitled:

 

"A BILL FOR AN ACT RELATING TO TENANT SELECTION,"

 

begs leave to report as follows:

 

     The purpose of this measure is to repeal the tenant selection preferences for disabled veterans and spouses of deceased veterans in the State Low-Income Housing Program.

 

     Your Committee received testimony in support of this measure from the Hawaii Public Housing Authority.

 

     Your Committee finds that the existing tenant selection preferences in the State Low-Income Housing Program create inconsistencies with federal public housing regulations, particularly regarding preferences for disabled veterans and spouses of deceased veterans.  These preferences may result in unnecessary complexity and discrepancies between state and federal housing policies.  This measure will align state law with federal public housing requirements by repealing the tenant selection preference for disabled veterans and spouses of deceased veterans, as these groups have access to other public housing opportunities in different programs offered by the Hawaii Public Housing Authority.

 

     Your Committee has amended this measure by:

 

     (1)  Changing the effective date to July 1, 3000, to encourage further discussion; and

 

     (2)  Making technical, nonsubstantive amendments for clarity, consistency, and style.

 

     As affirmed by the record of votes of the members of your Committee on Housing that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 1096, as amended herein, and recommends that it pass Second Reading in the form attached hereto as H.B. No. 1096, H.D. 1, and be referred to your Committee on Public Safety.
