STAND. COM. REP. NO. 1677
Honolulu, Hawaii
RE: H.B. No. 1093
H.D. 1
S.D. 1
Honorable Ronald D. Kouchi
President of the Senate
Thirty-Third State Legislature
Regular Session of 2025
State of Hawaii
Sir:
Your Committee on Judiciary, to which was referred H.B. No. 1093, H.D. 1, S.D. 1, entitled:
"A BILL FOR AN ACT RELATING TO THE HAWAII PUBLIC HOUSING AUTHORITY,"
begs leave to report as follows:
The purpose and intent of this measure is to clarify the Hawaii Public Housing Authority's powers relating to housing projects.
Your Committee received testimony in support of this measure from the Hawaii Public Housing Authority.
Your Committee finds that the concentration of poverty in traditional public housing developments has long been a barrier to economic mobility, limiting families' access to job opportunities, quality health care, and high-performing schools. In response to this challenge, the United States Department of Housing and Urban Development has encouraged public housing agencies nationwide to incorporate mixed-income and mixed-finance models as a means of fostering financially viable and socially integrated communities. Your Committee further finds that the State has taken bold steps to implement these best practices, with the Hawaii Public Housing Authority successfully launching multiple redevelopment projects statewide. This measure will ensure that all residents, especially those struggling to find stable housing, have access to safe, affordable homes that offer pathways to economic security and social mobility by enhancing the Hawaii Public Housing Authority's ability to advance its redevelopment initiatives.
As affirmed by the record of votes of the members of your Committee on Judiciary that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 1093, H.D. 1, S.D. 1, and recommends that it pass Third Reading.
Respectfully submitted on behalf of the members of the Committee on Judiciary,
|
