Your Committee on Judiciary & Hawaiian Affairs, to which was referred H.B. No. 1093, H.D. 1, entitled:
"A BILL FOR AN ACT RELATING TO THE HAWAII PUBLIC HOUSING AUTHORITY,"
begs leave to report as follows:
Your Committee finds that the concentration of public housing has been shown to reduce opportunities for the low-income families these projects are meant to assist. Neighborhoods with high concentrations of low-income families often struggle with higher crime rates, fewer jobs, and poorer performing schools. This measure would shift the Hawaii Public Housing Authority's focus to achieve its long-term goals of decentralized poverty and redeveloping existing public housing projects into mixed-income communities.
As affirmed by the record of votes of the members of your Committee on Judiciary & Hawaiian Affairs that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 1093, H.D. 1, and recommends that it pass Third Reading.
