Your Committee on Ways and Means, to which was referred H.B. No. 1069, H.D. 1, S.D. 1, entitled:

"A BILL FOR AN ACT RELATING TO EDUCATION,"

begs leave to report as follows:

The purpose and intent of this measure is to add to the School Facilities Authority Board two ex officio voting members that represent the Department of Education and the Board of Education.

Your Committee received written comments in support of this measure from the Department of Education and Board of Education.

Your Committee received written comments on this measure from the Hawaii School Facilities Authority.

Your Committee finds that adding two ex officio voting members will strengthen collaboration between the Department of Education and the School Facilities Authority Board, ensuring that school infrastructure projects align with educational goals and priorities. Your Committee further finds that adding these representatives will improve accountability and responsiveness to the needs of students, educators, and the community in the planning and development of school facilities.

Your Committee has amended this measure by changing the effective date to upon approval.

As affirmed by the record of votes of the members of your Committee on Ways and Means that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 1069, H.D. 1, S.D. 1, as amended herein, and recommends that it pass Third Reading in the form attached hereto as H.B. No. 1069, H.D. 1, S.D. 2.
