     Your Committee on Ways and Means, to which was referred H.B. No. 1055, H.D. 1, S.D. 1, entitled:

 

"A BILL FOR AN ACT MAKING AN EMERGENCY APPROPRIATION TO THE PUBLIC UTILITIES COMMISSION,"

 

begs leave to report as follows:

 

     The purpose and intent of this measure is to make an emergency appropriation out of the Public Utilities Commission Special Fund for the Public Utilities Commission to procure the services of consultants with technical expertise to assist with efforts to strengthen the resilience and reliability of electric utility services in the State.

 

     Your Committee received written comments in support of this measure from the Public Utilities Commission and Hawaiian Electric.

 

     Your Committee received written comments on this measure from the Department of Budget and Finance.

 

     Your Committee finds that the consultant services funded by this measure are needed to help the Public Utilities Commission develop natural hazard mitigation plans, ensure the resilience and reliability of electric utility services, and prepare to rebuild critical utility infrastructure on the island of Maui.

 

     As affirmed by the record of votes of the members of your Committee on Ways and Means that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 1055, H.D. 1, S.D. 1, and recommends that it pass Third Reading.
