Madame:

 

     Your Committee on Judiciary & Hawaiian Affairs, to which was referred H.B. No. 1045 entitled:

 

"A BILL FOR AN ACT MAKING EMERGENCY APPROPRIATIONS FOR LAW ENFORCEMENT PERSONNEL COSTS,"

 

begs leave to report as follows:

 

     The purpose of this measure is to make emergency appropriations for fiscal year 2024-2025 to the Department of Accounting and General Services and the Judiciary for payroll and fringe benefits of affected Department of Law Enforcement personnel.

 

     Your Committee received testimony in support of this measure from the Judiciary; Department of Budget and Finance; and Department of Law Enforcement.

 

     Your Committee finds that the Legislature received a letter from the Governor on February 10, 2025, recommending the immediate passage of this measure pursuant to article VII, section 9, of the Hawaii State Constitution.  Your Committee further finds that this measure will provide the necessary funding for fringe benefits for sheriffs in the Department of Law Enforcement.

 

     Your Committee has amended this measure by:

 

     (1)  Changing the effective date to July 1, 3000, to encourage further discussion; and

 

     (2)  Making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.

 

     Your Committee respectfully requests your Committee on Finance, should it deliberate on this measure, to consider the following appropriation amounts:

 

     (1)  $2,489,509 for the interdepartmental transfer from the Department of Accounting and General Services to the Department of Law Enforcement; and

 

     (2)  $4,673,616 for the interdepartmental transfer from the Judiciary to the Department of Law Enforcement.

 

     As affirmed by the record of votes of the members of your Committee on Judiciary & Hawaiian Affairs that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 1045, as amended herein, and recommends that it pass Second Reading in the form attached hereto as H.B. No. 1045, H.D. 1, and be referred to your Committee on Finance.
