Madam and Sir:

 

     Your Committee on Conference on the disagreeing vote of the House of Representatives to the amendments proposed by the Senate in H.B. No. 1033, H.D. 1, S.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO PUBLIC EMPLOYMENT COST ITEMS,"

 

having met, and after full and free discussion, has agreed to recommend and does recommend to the respective Houses the final passage of this bill in an amended form.

 

     The purpose of this measure is to appropriate or authorize funds for collective bargaining cost items for the members of Bargaining Unit (7) and their excluded counterparts, including the cost of salary adjustments negotiated between the State and the bargaining unit representative for fiscal biennium 2025-2027.

 

     Your Committee has amended this measure by:

 

     (1)  Appropriating $2,310,085 for fiscal year 2025-2026 and $5,177,217 for fiscal year 2026-2027 for all collective bargaining cost items for health premium payments for Bargaining Unit (7);

 

     (2)  Appropriating $202,455 for fiscal year 2025-2026 and $436,801 for fiscal year 2026-2027 for salary increases and other cost adjustments for the excluded counterparts of Bargaining Unit (7);

 

     (3)  Deleting unnecessary language relating to the expenditure ceiling;

 

     (4)  Changing the effective date to July 1, 2025; and

 

     (5)  Making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.

 

     As affirmed by the record of votes of the managers of your Committee on Conference that is attached to this report, your Committee on Conference is in accord with the intent and purpose of H.B. No. 1033, H.D. 1, S.D. 1, as amended herein, and recommends that it pass Final Reading in the form attached hereto as H.B. No. 1033, H.D. 1, S.D. 1, C.D. 1.
