Madame:

 

     Your Committee on Energy & Environmental Protection, to which was referred H.B. No. 1022 entitled:

 

"A BILL FOR AN ACT RELATING TO ENERGY INDUSTRY INFORMATION REPORTING,"

 

begs leave to report as follows:

 

     The purpose of this measure is to:

 

     (1)  Include the promotion of critical infrastructure protection and emergency management, response, and recovery in the Energy Data Collection Program; and

 

     (2)  Add the Hawaii Emergency Management Agency and Office of Homeland Security to the list of agencies that may examine the energy industry information statements.

 

     Your Committee received testimony in support of this measure from the Department of Business, Economic Development, and Tourism; Department of Law Enforcement; Hawaiʻi Emergency Management Agency; and Hawaii State Energy Office.

 

     Your Committee finds that the energy sector is vital for emergency preparedness, particularly in regard to emergency communication systems and powering backups during natural disasters.  Your Committee further finds that policies on energy data could be adjusted to better ensure that critical infrastructure protection and emergency management are prioritized and that certain agencies are able to examine energy industry information.  This measure addresses this need by including the promotion of critical infrastructure protection and emergency management, response, and recovery in the Energy Data Collection Program and adding the Hawaii Emergency Management Agency and Office of Homeland Security to the list of agencies that may examine the energy industry information statements.

 

     Your Committee has amended this measure by changing the effective date to July 1, 3000, to encourage further discussion.

 

     As affirmed by the record of votes of the members of your Committee on Energy & Environmental Protection that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 1022, as amended herein, and recommends that it pass Second Reading in the form attached hereto as H.B. No. 1022, H.D. 1, and be referred to your Committee on Judiciary & Hawaiian Affairs.
