Madame:

 

     Your Committee on Energy & Environmental Protection, to which was referred H.B. No. 1017 entitled:

 

"A BILL FOR AN ACT RELATING TO THE GREENHOUSE GAS SEQUESTRATION TASK FORCE,"

 

begs leave to report as follows:

 

     The purpose of this measure is to repeal the Greenhouse Gas Sequestration Task Force.

 

     Your Committee received testimony in support of this measure from the Department of Business, Economic Development, and Tourism; and Office of Planning and Sustainable Development.

 

     Your Committee finds that the Greenhouse Gas Sequestration Task Force was created in 2018 in order to address greenhouse gas emissions in the State.  The Task Force was appropriated $150,000 for research purposes, which was used to initiate three contracts with experts in soil science, farming best practices, and nature-based carbon sequestration.  Since then, the Task Force has not been appropriated further funding and lacks the staff to manage research contracts.  Accordingly, this measure repeals the Greenhouse Gas Sequestration Task Force.

 

     Your Committee has amended this measure by changing the effective date to July 1, 3000, to encourage further discussion.

 

     As affirmed by the record of votes of the members of your Committee on Energy & Environmental Protection that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 1017, as amended herein, and recommends that it pass Second Reading in the form attached hereto as H.B. No. 1017, H.D. 1, and be referred to your Committee on Finance.
