Madam and Sir:
Your Committee on Conference on the disagreeing vote of the House of Representatives to the amendments proposed by the Senate in H.B. No. 1007, H.D. 2, S.D. 2, entitled:
"A BILL FOR AN ACT RELATING TO THE HAWAII COMMUNITY DEVELOPMENT AUTHORITY,"
having met, and after full and free discussion, has agreed to recommend and does recommend to the respective Houses the final passage of this bill in an amended form.
The purpose of this measure is to:
(1) Authorize the Hawaii Community Development Authority to cooperate with or assist public and private sector entities to engage in projects that improve the State;
(2) Recast the Transit-Oriented Development Infrastructure Improvement District as the Transit-Oriented Community Improvement Program and Board under the Hawaii Community Development Authority; and
(3) Authorize the Hawaii Community Development Authority to issue an unspecified amount in revenue bonds, and appropriate an unspecified amount, to finance the development of infrastructure outside of the Hawaii Community Development Authority's community development districts.
Your Committee on Conference finds that this measure provides the Hawaii Community Development Authority with additional financing tools and flexibility to help the Authority provide community improvements, including projects in transit-oriented development areas. Your Committee on Conference further finds that this measure will improve the Authority's capability to deliver complete communities with lower housing and transportation costs, safer streets, public spaces, parks, and community amenities.
Your Committee on Conference has amended this measure by:
(1) Amending the composition of the Hawaii Community Development Authority by adding, for the purposes of administering part X of Chapter 206E, Hawaii Revised Statutes, only:
(A) Two experts on transit-oriented development, to be appointed one each by the President of the Senate and Speaker of the House of Representatives;
(B) As ex officio, nonvoting members, the chairpersons of the respective Senate and House of Representatives standing committees having jurisdiction over transportation; and
(C) As ex officio, nonvoting members, the chairpersons of the respective Senate and House of Representatives standing committees having jurisdiction over housing;
(2) Repealing the Transit-Oriented Development Infrastructure Improvement District Board and renaming the Transit‑Oriented Community Improvement Program as the Transit-Oriented Development Infrastructure Improvement Program;
(3) Transferring certain powers from Transit-Oriented Development Infrastructure Improvement District Boards to the Hawaii Community Development Authority;
(4) Renaming the transit-oriented community improvement special fund as the transit-oriented development infrastructure improvement program special fund;
(5) Authorizing the issuance of $180,000,000 in revenue bonds, and appropriating the same sum for fiscal year 2025-2026 to carry out the purposes of Chapter 206E, Hawaii Revised Statutes;
(6) Changing the effective date to July 1, 2025; and
(7) Making technical nonsubstantive amendments for purposes of clarity, consistency, and style.
As affirmed by the record of votes of the managers of your Committee on Conference that is attached to this report, your Committee on Conference is in accord with the intent and purpose of H.B. No. 1007, H.D. 2, S.D. 2, as amended herein, and recommends that it pass Final Reading in the form attached hereto as H.B. No. 1007, H.D. 2, S.D. 2, C.D. 1.
