STAND. COM. REP. NO. 1910

Honolulu, Hawaii

RE:    GOV. MSG. NO. 761

Honorable Ronald D. Kouchi

President of the Senate

Thirty-Third State Legislature

Regular Session of 2025

State of Hawaii

Sir:

Your Committee on Education, to which was referred Governor's Message No. 761, submitting for study and consideration the nomination of:

Hawai'i Teacher Standards Board

G.M. No. 761

DEANNA D'OLIER,

for a term to expire 06-30-2027,

begs leave to report as follows:

Your Committee reviewed the personal history, resume, and statement submitted by Deanna D'Olier for service on the Hawaiʻi Teacher Standards Board.

Your Committee received testimony in support of the nomination for the appointment of Deanna D'Olier from the Hawaiʻi Association of Independent Schools.

Upon review of the testimony, your Committee finds that Ms. D'Olier's experience and knowledge qualify her for appointment to the Hawaiʻi Teacher Standards Board as a member representing independent schools.  Ms. D'Olier has over twenty years of experience in education and presently serves as Associate Director of the Hawaii Association of Independent Schools, where she assists with institutional support, professional development, accreditation and licensing, and grant management for the State's private and parochial schools.  Ms. D'Olier previously worked as an educator, educational consultant, and middle school technology coordinator, and has gained her experience both in Hawaii and the continental United States.  Ms. D'Olier is also an active member of her community, serving as a board member for the Hawaii Pacific Export Council, volunteer administrator for Leahi Soccer Club, and member of the Patsy T. Mink Leadership Alliance Advisory Committee.  At your Committee's public hearing to consider her nomination, Ms. D'Olier stated that she is committed to collaborating with higher education institutions and the private sector to improve teacher retention in the State.  Ms. D'Olier also noted that creative solutions such as leveraging workforce development initiatives and creating opportunities for future generations will help the State encourage interest in careers within educational communities.  Your Committee finds that Ms. D'Olier understands the roles and responsibilities of board members, and her experience in private school education and classroom teaching will be assets to the Hawaiʻi Teacher Standards Board.  Your Committee therefore recommends that Deanna D'Olier be appointed to the Hawaiʻi Teacher Standards Board based on her experience, knowledge, and commitment to public service.

As affirmed by the record of votes of the members of your Committee on Education that is attached to this report, your Committee, after full consideration of the background, experience, and qualifications of the nominee, has found the nominee to be qualified for the position to which nominated and recommends that the Senate advise and consent to the nomination.

Respectfully submitted on behalf of the members of the Committee on Education,
