STAND. COM. REP. NO. 1995

Honolulu, Hawaii

RE:    GOV. MSG. NO. 757

Honorable Ronald D. Kouchi

President of the Senate

Thirty-Third State Legislature

Regular Session of 2025

State of Hawaii

Sir:

Your Committee on Commerce and Consumer Protection, to which was referred Governor's Message No. 757, submitting for study and consideration the nomination of:

Hawai'i Board of Veterinary Medicine

G.M. No. 757

KIMBERLEY THOMSON-KERR,

for a term to expire 06-30-2028,

begs leave to report as follows:

Your Committee received testimony in support of the nomination for the appointment of Kimberly Thomson-Kerr from the Hawaii Board of Veterinary Medicine and two individuals.

Upon review of the testimony, your Committee finds that Dr. Thomson-Kerr's experience, background, and commitment to public service qualify her for appointment to the Hawaii Board of Veterinary Medicine as a licensed veterinarian member from Maui county.  Your Committee notes that Dr. Thomson-Kerr has been a veterinarian since 1995 and has been actively involved in both clinical care and administrative responsibilities to provide the best professional veterinary care to her clients.  Dr. Thomson-Kerr has been licensed as a veterinarian in Hawaii since 2008 and is currently a Veterinarian with the Maui Humane Society where she delivers surgical services to both shelter and public owned animals as Maui Humane Society's Hope Fund Veterinarian.  Over her thirty years of professional experience, Dr. Thomson-Kerr has demonstrated a commitment to ensuring the highest standards for animal health and public safety, while upholding ethical practices and regulatory compliance.  Your Committee further notes that Dr. Thomson-Kerr has served as an interim member of the Board since November 2024, and has a thorough understanding of the roles and responsibilities of its members.  Your Committee therefore recommends that Kimberly Thomson-Kerr be appointed to the Hawaii Board of Veterinary Medicine based on her knowledge, experience, and commitment to public service.

As affirmed by the record of votes of the members of your Committee on Commerce and Consumer Protection that is attached to this report, your Committee, after full consideration of the background, experience, and qualifications of the nominee, has found the nominee to be qualified for the position to which nominated and recommends that the Senate advise and consent to the nomination.

Respectfully submitted on behalf of the members of the Committee on Commerce and Consumer Protection,
