Your Committee on Commerce and Consumer Protection, to which was referred Governor's Message No. 751, submitting for study and consideration the nomination of:

Your Committee
received testimony in support of the nomination for the reappointment of Gary
Belcher from the Hawaii Medical Board and three individuals.
Upon review of the testimony, your Committee finds that Mr. Belcher's experience, knowledge, and proven leadership on the Hawaii Medical Board qualify him for reappointment to the Board as a public member. Your Committee notes that Mr. Belcher has approximately forty years of experience in undergraduate and post‑graduate medical education. Mr. Belcher worked as a program administrator for the University of Hawaii Surgical Residency Program, Orthopaedic Residency Program, and Surgical Critical Care Fellowship before his retirement in 2020, and before that he served as a media services and information technology manager with the John A. Burns School of Medicine. Your Committee further finds that Mr. Belcher currently serves as Chapter Administrator for the Hawaii Chapter of the American College of Surgeons. Additionally, Mr. Belcher has served on the Hawaii Medical Board since 2021 and was appointed as Vice-Chair of the Board in 2022. Mr. Belcher's experience and knowledge will continue to be assets to the Hawaii Medical Board. Your Committee therefore recommends that Gary Belcher be reappointed to the Hawaii Medical Board based on his experience, knowledge, and commitment to public service.
As affirmed by the record of votes of the members of your Committee on Commerce and Consumer Protection that is attached to this report, your Committee, after full consideration of the background, experience, and qualifications of the nominee, has found the nominee to be qualified for the position to which nominated and recommends that the Senate advise and consent to the nomination.
