Your Committee on Commerce and Consumer Protection, to which was referred Governor's Message No. 750, submitting for study and consideration the nomination of:

Your Committee reviewed the personal history, resume, and statement submitted by Nathan Konishi for service on the Motor Vehicle Repair Industry Board.
Your Committee received testimony in support of the nomination for the appointment of Nathan Konishi from the Department of Commerce and Consumer Affairs and one individual.
Upon review of the testimony, your Committee finds that Mr. Konishi's experience, knowledge, and demonstrated commitment to public service qualify him to be nominated for appointment to the Motor Vehicle Repair Industry Board as a public member. Your Committee notes that Mr. Konishi has worked as a licensed general contractor for over thirty years and currently manages his own company, Pacific Blue Construction LLC. Mr. Konishi is also currently serving a second term as President of the Kauai Contractors Association, demonstrating his commitment to industry standards and ability to navigate complex business challenges. Through his professional experiences, Mr. Konishi has cultivated a deep understanding of regulatory compliance, safety standards, and project management. He previously gained hands-on experience with the motor vehicle repair industry as a part-time gas attendant and student in an automotive industry engine and brake system repair course at Kauai Community College. Mr. Konishi has further demonstrated his commitment to his community through participation in the Boy Scouts of America, Hawaii Jaycees, and as a coach for the Kauai High School air rifle team. Your Committee notes that Mr. Konishi previously served on the Contractors License Board for eight years, becoming familiar with the role and responsibilities of board members. Your Committee finds Mr. Konishi's knowledge of board operations and perspective as a public member will be assets to the Motor Vehicle Repair Industry Board. Your Committee therefore recommends that Nathan Konishi be appointed to the Motor Vehicle Repair Industry Board based on his experience, knowledge, and commitment to public service.
As affirmed by the record of votes of the members of your Committee on Commerce and Consumer Protection that is attached to this report, your Committee, after full consideration of the background, experience, and qualifications of the nominee, has found the nominee to be qualified for the position to which nominated and recommends that the Senate advise and consent to the nomination.
