Your Committee on Commerce and Consumer Protection, to which was referred Governor's Message No. 747, submitting for study and consideration the nomination of:

Your Committee reviewed the personal history, resume, and statement submitted by Zachary Johnson for service on the State Board of Public Accountancy.
Your Committee received testimony in support of the nomination for the reappointment of Zachary Johnson from the Board of Public Accountancy and one individual.
Upon review of the testimony, your Committee finds that Mr. Johnson's experience, knowledge, and proven leadership on the State Board of Public Accountancy (Board) qualify him for reappointment to the Board as a licensed certified public accountant member. Your Committee notes that Mr. Johnson has over eight years of accounting experience and has been licensed as a certified public accountant in Hawaii since 2021. Mr. Johnson has served as Chief Financial Officer for Koʻolauloa Health Center since 2021, where he also served as a staff accountant from 2017 to 2019. Mr. Johnson also previously worked as a staff accountant for BD & Associates, CPAs, PLLC, where he managed day-to-day accounting operations, prepared tax returns for a diverse portfolio of clients, and conducted internal and external audits for various types of entities. Your Committee further finds that Mr. Johnson has served on the Board since 2021, and his extensive knowledge and background in the accountancy profession will continue to enhance the effectiveness of the Board. Your Committee therefore recommends that Zachary Johnson be reappointed to the State Board of Public Accountancy based on his experience, background, and commitment to public service.
As affirmed by the record of votes of the members of your Committee on Commerce and Consumer Protection that is attached to this report, your Committee, after full consideration of the background, experience, and qualifications of the nominee, has found the nominee to be qualified for the position to which nominated and recommends that the Senate advise and consent to the nomination.
