Your Committee on Labor and Technology, to which was referred Governor's Message No. 727, submitting for study and consideration the nomination of:

Your Committee reviewed the personal history, resume, and statement submitted by Barbara Krieg for service on the Hawaiʻi Retirement Savings Board.
Your Committee received testimony in support of the nomination for the reappointment of Barbara Krieg from the Department of Labor and Industrial Relations, Hawaiʻi Retirement Savings Board, AARP Hawaiʻi, and five individuals.
Upon review of the testimony, your Committee finds that Barbara Krieg's experience, background, and commitment to public service qualify her to be nominated for reappointment to the Hawaii Retirement Savings Board as a member with professional knowledge and experience in representing the interests of employees in terms of retirement savings. Your Committee notes that Ms. Krieg is an attorney that specializes in employment, labor, and human resources, with over thirty years of experience in both the private and public sectors. Prior to her retirement, Ms. Krieg served as the Assistant Superintendent of the Office of Human Resources of the Department of Education from 2014 through 2017, where she was responsible for the oversight and efficient management of the Department's workforce of 22,000 full‑time employees and 20,000 substitute teachers and casual employees. From 2011 through 2014, Ms. Krieg served as the Director of Human Resources Development, where she was responsible for overseeing various labor and employment matters of the state executive branch workforce, including the public employees' benefits, classification, compensation, labor relations, and workers' compensation administration. Prior to entering the public sector, Ms. Krieg was a labor and employment attorney in Hawaii and California. During her career, Ms. Krieg obtained the skills to identify, analyze, and formulate solutions and deep familiarity with the State's governmental processes and protocols. Your Committee also notes that Ms. Krieg's commitment to serve the public is evidenced by her service on numerous boards, including the Boards of Trustees of the Hawaii Deferred Compensation Plan and the Hawaii Employer-Union Health Benefits Trust Fund from 2011 through 2014, and her current service on the Executive Council of AARP. Your Committee further notes that Ms. Krieg has been serving on the Hawaii Retirement Savings Board since 2023, and therefore has a thorough understanding of the role and responsibilities of its members. Your Committee therefore recommends that Barbara Krieg be reappointed to the Hawaii Retirement Savings Board based on her knowledge, background, and dedication to public service.
As affirmed by the record of votes of the members of your Committee on Labor and Technology that is attached to this report, your Committee, after full consideration of the background, experience, and qualifications of the nominee, has found the nominee to be qualified for the position to which nominated and recommends that the Senate advise and consent to the nomination.
