STAND. COM. REP. NO. 1904

Honolulu, Hawaii

RE:    GOV. MSG. NO. 714

Honorable Ronald D. Kouchi

President of the Senate

Thirty-Third State Legislature

Regular Session of 2025

State of Hawaii

Sir:

Your Committee on Commerce and Consumer Protection, to which was referred Governor's Message No. 714, submitting for study and consideration the nomination of:

Real Estate Commission

G.M. No. 714

FRANK GOODALE,

for a term to expire 06-30-2029. (Term corrected to 06-30-2026 by GM723),

begs leave to report as follows:

Your Committee reviewed the personal history, resume, and statement submitted by Frank Goodale for service on the Real Estate Commission.

Your Committee received testimony in support of the nomination for the appointment of Frank Goodale from the Department of Commerce and Consumer Affairs and eight individuals.

Upon review of the testimony, your Committee finds that Mr. Goodale's knowledge, experience, and background qualify him for appointment to the Real Estate Commission as a licensee member from Hawaii county.  Your Committee notes that Mr. Goodale has been licensed as a real estate broker in Hawaii since 1993 and is currently the Broker-in-Charge at SVN | GO COMMERCIAL, a commercial real estate firm in Kailua Kona.  Previously, Mr. Goodale also served as President and Principal Broker at Clark Realty LLC and Clark Realty Corporation and as a sales agent with Bradley Properties, Ltd.  Your Committee finds that Mr. Goodale's experience in managing multi-office brokerages with sales and property management divisions demonstrates his comprehensive understanding of the real estate industry.  Your Committee notes that Mr. Goodale also has experience serving with other professional organizations, including the Hawaii Association of Realtors, and has a thorough understanding of the roles and responsibilities of board members.  Your Committee therefore recommends that Frank Goodale be appointed to the Real Estate Commission based on his background, experience, and knowledge of the industry.

As affirmed by the record of votes of the members of your Committee on Commerce and Consumer Protection that is attached to this report, your Committee, after full consideration of the background, experience, and qualifications of the nominee, has found the nominee to be qualified for the position to which nominated and recommends that the Senate advise and consent to the nomination.

Respectfully submitted on behalf of the members of the Committee on Commerce and Consumer Protection,
