Your Committee on Commerce and Consumer Protection, to which was referred Governor's Message No. 710, submitting for study and consideration the nomination of:

begs leave to report as follows:
Your Committee reviewed the personal history, resume, and statement submitted by Scott Collins for service on the Board of Private Detectives and Guards.
Your Committee received testimony in support of the nomination for the reappointment of Scott Collins from the Board of Private Detectives and Guards and two individuals.
Upon review of the testimony, your Committee finds that Mr. Collins' experience, knowledge, and proven leadership on the Board of Private Detectives and Guards qualify him for reappointment to the Board as a licensed private detective member. Your Committee notes that Mr. Collins possesses a wealth of degrees and licenses. Mr. Collins earned his Bachelor's degree in Criminal Justice Administration from Chaminade University in Honolulu in 1979 and his Juris Doctor from the William S. Richardson School of Law at the University of Hawaii at Manoa in 1984. Mr. Collins possesses current licenses as a private detective and guard and is licensed to practice law in all courts in the State, including the United States District Court for the District of Hawaii. Your Committee further notes that Mr. Collins has operated his own private law practice since 1996 and prior to that, Mr. Collins was a Deputy Prosecuting Attorney for the City and County of Honolulu. Mr. Collins also served as a police officer for the Honolulu Police Department before he completed law school. Your Committee further notes that Mr. Collins has served on the Board of Private Detectives and Guards since 2020, is currently the Chairperson of the Board, and is a dedicated and reliable member whose extensive and unique perspectives as a former police officer and Deputy Prosecuting Attorney will continue to be assets to the Board. Your Committee therefore recommends that Scott Collins be reappointed to the Board of Private Detectives and Guards based on his experience, knowledge, and commitment to public service.
As affirmed by the record of votes of the members of your Committee on Commerce and Consumer Protection that is attached to this report, your Committee, after full consideration of the background, experience, and qualifications of the nominee, has found the nominee to be qualified for the position to which nominated and recommends that the Senate advise and consent to the nomination.
